Reporting to the Project Claims Manager the applicant will be a senior member of a small high quality team of claims specialists responsible for preparing and giving advice in relation to claims and delays on behalf of a Consortium of major international contractors involved in the construction of two lines of the Riyadh Metro Project (RMP) in Saudi Arabia (CWJV or BACS). The candidate will be able to quickly review or prepare accurate evidence and facts, understand the relevant provisions of the contract and any applicable laws, and prepare or assess claims and potential claims arising from the Project. Establishes and enforces agreed claims policies and procedures in conjunction with contract and other applicable project procedures. May also be responsible for supervision and training of more junior claims or contracts personnel supporting claims and contract administration. May be asked to provide written, visual or verbal commercial or contractual support and advice to other senior project personnel including deputizing for the Project Claims Manager in his absence.
ROLE REQUIREMENTS
- Relevant substantive experience on behalf of a Contractor in the preparation of high-quality construction claims, preferably in a Civil Engineering and/or major Project environment;
- Construction Degree (or equivalent) from recognized University or Educational establishment, preferably in or with heavy element of commercial and contractual management such as Quantity Surveying or similar;
- Preferably a Fellow of the Royal Institution of Chartered Surveyors and/or the Chartered Institute of Arbitrators (or equivalent);
- Law Degree, Masters in Construction Law and Arbitration or Diploma/LLM in Arbitration (or equivalent);
- Extensive knowledge of commercial management, valuations, costs, pricing and demonstrated awareness of construction project commercial and risk issues.
- Experience in managing and supervising commercial and claims staff, preferably including on behalf of a Contractor;
- Demonstrable ability to understand construction schedules, and the analysis of delays based on such schedules. A knowledge of the use of construction scheduling software such as Primavera P6 would be very beneficial indeed;
- Highly developed written and oral communication and presentation skills in English. Ability to produce professional, high quality written claims, presentations or advice in a construction environment relating to additional time and money;
- Very good demonstrable understanding of construction and engineering contracts, contract law and contract interpretation;
- Experience in the administration of construction and engineering contracts;
- Knowledge of change management procedures pertaining to requests for information , change notices, change orders and contract, amendments etc.;
- Ability to work and communicate effectively within and across all levels of project functional groups including differing nationalities;
- Experience in supervising personnel, workload distribution and execution of the work, as well as administration of personnel actions.
- Preferably experience of working in the G.C.C or Middle East;
- Experience of working on Rail or Metro projects would be beneficial but is not essential.
