Financial Analyst Job in Washington, DC United States

Performs the most complex projects for the analysis and evaluation of national operating financial performance against financial plans, standards, projections, budgets, and revenue requirements; leads and conducts the most complex financial reviews and studies to analyze, evaluate, and report on financial results, trends, and implications; acts as a technical resource to management on all aspects of national financial performance analysis; and serves as a team leader.

DUTIES/RESPONSIBILITIES:
  • Serves as a team leader coordinating the activities of lower level employees, and employees assigned on a project or task force basis; makes assignments, monitors progress, and provides continuing guidance.
  • Oversees and coordinates the preparation, analysis, and interpretation of cash flow forecasts, income impact, and resources on order by organization; prepares legislative impact analysis studies for review by management; conducts sensitivity analyses related to financial projections.
  • Recommends financial policies and statements regarding financial performance.
  • Oversees and coordinates analysis of patterns and trends of postal financial performance and makes recommendations concerning potential financial problems or opportunities.
  • Coordinates, develops, and prepares analyses, briefs, and interpretations against plans and develops projections of annual financial results; recommends funding changes appropriate to the equitable distribution of resources, based on workload and cost within budget ceiling.
  • Coordinates the development and preparation of regular briefings for management.
  • Coordinates and develops the financial position of the Postal Service and recommends financial policy to be used by all Postal Service organizations.
  • Evaluates, interprets, and recommends national profit and loss estimates, volumes, revenues, cash flows, and balance sheets.
  • Leads the design and development of models, methodologies, and measurement criteria to monitor and assess financial performance, and to evaluate major changes in market demands for postal services over time.
  • Oversees the design, development, and analysis of total factor productivity as a system for determining the macro changes in postal efficiency as a total system.
  • Coordinates the development of financial portions of the annual report and comprehensive statement.
  • Provides technical advice, functional guidance, and policy interpretation on national financial performance analysis.

REQUIRED EXPERIENCE:  
  1. Knowledge of financial analysis techniques, including forecasting, trends, and performance analysis.
  2. Knowledge of market demand and total productivity measurement models and techniques.
  3. Ability to develop and interpret profit and loss estimates, volumes, revenues, and balance sheets.
  4. Ability to develop complex financial analysis and forecasts.
  5. Ability to evaluate performance against budget and revenue plans and to develop projections of annual financial results.
  6. Ability to develop and recommend financial policies and performance statements.
  7. Ability to develop and prepare financial performance briefings.
  8. Ability to coordinate the activities of employees assigned to projects, including making work assignments, monitoring progress, and providing technical guidance.
  9. Ability to consult with others in the area of national financial performance analysis.
