Fleet Analysts are responsible for research, data analysis, budgeting, forecasting and reporting in support of business decision making, business strategy and business operations. FIMP-TS Program Specialist, Expert vacancy in San Ramon, CA, United States

Seeking two Expert FIMP-TS Program Specialists to lead and integrate the planning/forecasting, performance management and risk management activities of the assigned programs across projects and programs to achieve strategic and business objectives. One specialist will focus on pipeline facility assets and the other on compression and processing, and measurement and control assets.

This position measures and analyzes performance and supports process improvement and lean management. The Expert FIMP-TS Specialist reports to the assigned Asset Program Owner (APO) and acts as a liaison between the APO and other leadership throughout the organization. They collaborate on a regular basis with the PMO Principal Workstream Specialists to achieve strategic objectives. 

The incumbent will help facilitate, direct and coordinate activities and special projects related to the planning and execution of the facility programs. The Expert FIMP-TS Specialist will be tasked with solving problems, mediating disputes and addressing issues before they are escalated to the APO or Asset Family Owner (AFO). The Expert FIMP-TS Specialist will build effective partnerships and promote collaborative relationships throughout the organization and will also promote a culture of safety and ensure staff adheres to all company and regulatory safety practices and policies. This position contributes toward Gas Safety Excellence goals by improving safety, reliability and affordability for one or more asset families and one or more life cycles.

Minimum Requirements:
•7 years of program management, project management, and/or project analyst experience
•Capital and/or expense program management experience
•Bachelor’s degree or equivalent experience

•10+ years of progressively responsible experience in gas or related industry
•Project Management Professional (PMP) certification or equivalent
•Experience managing and coordinating cross discipline teams
•Capital or expense program management experience of significant size and scope
•Has demonstrated the capability to manage complex projects and programs
•Able to make decisions and action plans to ensure deliverables are achieved even in ambiguous situations
•Strong interpersonal, teamwork and communication skills
•Knowledge of land acquisition, environmental permitting and EPC contracting procedures

•Leads and integrates the annual investment planning S1/S2 processes for FIMP-TS to improve safety, reliability and affordability of assigned program assets as the APO delegate including: '
•Preparation of inputs and recommendations for APO ranking/prioritization
•Collaboration with Investment Planning and the PMO on major projects to rebalance programs based on execution constraints
•Reviews all emergent work requests for completeness and accuracy and develops recommendations for APO approval
•Reviews all scope and schedule changes for in flight project work and develops recommendations for APO approval
•Leads and integrates the day to day planning/forecasting, performance and risk management activities across projects and programs to achieve strategic and business objectives for all projects not executed by the PMO •Manages allocation of expense and small capital bucket-level planned work to ensure those programs remain within budget
•Establishes project management support for FIMP-TS managed projects and supports project management processes including initiation, execution and closing
•Evaluates project/program performance based on established business metrics in collaboration with the PMO Workstream Principal (project/program and portfolio level)
•Prioritizes issues and facilitates/takes corrective actions as appropriate
•Works with senior management to support strategic resource planning support
•Supports the assigned programs by analyzing costs and makes recommendations on cost reduction initiatives based on data
•Analyzes processes across assigned programs and makes recommendations on how to integrate and improve processes
•Provide analysis for workload efficiency and makes recommendations on future resource needs based on data
•Leads special projects to resolve urgent issues
•Gathers, compiles and provides data, reports and information for executive presentations and regulatory requests
•Leads cross functional teams to integrate work performed; may manage major cross functional projects and initiatives
•Coaches and mentors less experienced specialists; may act as a team lead to less experienced specialists
•Works as a delegate for APO as needed
•May travel up to 20% for meetings and visits to employees and projects in the field

The SCADA Technical Support Specialist provides technical support for Distribution Supervisory Control and Data Acquisition (SCADA) issues. This will be one of three open SCADA positions posted. The incumbent is a liaison between the electric Distribution Standards Engineers and Electric Distribution Maintenance and Construction (EDM&C) by providing communication and feedback regarding construction standards, work procedures, tools and equipment issues. The Specialist researches and evaluates enhanced or new SCADA equipment, investigates problems and troubleshoots technical issues with existing equipment and provides expertise in new equipment installation and support instructions. The incumbent adheres to all company and regulatory safety practices and policies and ensures safety is integrated into the development of standards, work methods/procedures and equipment/tool designs.

Travel throughout the territory about 40% to 50% of the time.

• Minimum of 7 years total related experience in electric utility operations with 5 years working directly with SCADA equipment and controls

• Evaluates and tests new technology related to distribution SCADA controls and communications. Researches and evaluates new hardware, software and firmware. 
• Keeps abreast of changes in SCADA technology; attends meetings, conferences, expos. Maintains contact Sales, Design Engineers and Product Support peers at various manufacturers to stay informed on product enhancements, new products, and work though equipment performance issues. Proposes new products or enhancements to engineers for evaluation of technical features and compatibility. Collaborates with engineers on the appropriate technical specifications and requirements against which to test and evaluate. Partners with Engineers in determining if new or enhanced equipment is recommended for PG&E’s distribution network. 
• Works with Engineers to develop the installation documentation and develop and rollout the Field training.
• Leads project teams if needed for new equipment deployment.
• May interface with Distribution Work Methods and Procedures team to communicate changes to SCADA procedures that affect related work procedures. 
• Act as a liaison between the electric Distribution Standards Engineers and EDM&C by providing communication and feedback regarding construction standards, work procedures, tool and equipment issues. 
• May support Safety Health & Claims with incident investigations, specialized training for complex technical issues
• Provides support during major events (e.g., storms)
