Quantitative Analyst, Principal - Energy Policy Modeling and Analysis vacancy in San Francisco, CA, United States

The individual will be a superb collaborator with seasoned and effective analytical and technical professional with a strong quantitative, economic, and financial analysis experience. The individual will be well-versed in a broad range of quantitative methodologies with an intuitive feel for numerical results. The individual will have demonstrated skills in communicating effectively, orally and in writing, with executives. The individual will have demonstrated ability using quantitative analysis and modeling to address commercial and regulatory issues. This is a regular, full-time position that will report to the Director, Energy Policy Modeling and Analysis (EPMA). EPMA is an internal consulting group within Energy Policy Planning and Analysis (EPPA) within Energy Procurement (EP) within Electric Operations (EO). This individual will participate in a wide variety of projects across several lines of business (LOBs) to support and meet goals and objectives stated by senior-level management.

• Insight and advanced understanding of the electric and natural gas industries and forward and spot energy markets for physical and financial products
• Practical understanding of interplay among Energy Efficiency, Distributed Generation, Direct Access, Community Choice Aggregation, Micro grids, Demand Response, Energy Storage, wholesale energy markets, and retail energy pricing
• Thorough understanding of competitive energy markets in the context of California’s regulatory regime (CPUC, CAISO and FERC, CARB, CEC, etc.). • Demonstrated expertise in applying analytical tools, methodologies, and frameworks to business or policy issues in the electric or natural gas industries including renewables.
• Ability to provide continuity to initiatives in progress such as Diablo Canyon Economic Analysis and Revenue Requirement work for Storage RFO PSAs. 
• Demonstrated effective ability to lead and manage cross-functional, cross-line-of-business teams
• Proficiency in using Microsoft Project and managing multiple assignments simultaneously, prioritizing, and delivering quality results on time
• Excellent oral and written communication skills, including communicating with technical, managerial, and executive audiences internally and external stakeholders including regulators, Procurement Review Group, Independent Evaluators, and lay audiences
• Demonstrated ability to influence and persuade stakeholders

• Designs, implements, and supervises processes and systems for analysis associated with valuation and cost-effectiveness of new and existing utility-scale generation, distributed energy resources (DER), and energy delivery assets (transmission and distribution).
• Leads cross-functional teams in developing models and performing analysis associated with potential capital investments and enhancements to operations associated with energy supply and delivery.
• Manages development of quantitative models and tools.
• Provides thought leadership on analytical methods in support of business strategies and PG&E policy positions.
• Assesses business implications associated with modeling assumptions, inputs, methodologies, technical implementation, analytic procedures and processes, and advanced data analysis.
• Prepares and delivers, to internal and external stakeholders, oral and written presentations with advanced analytic content.
• Supervises preparation of expert witness testimony, exhibits, work papers, and discovery responses in regulatory proceedings at the CPUC and elsewhere.
• Works with officers and directors to support strategic planning and decision making.

First Ninety-Day Work-Plan

• Develops understanding of the processes and models developed for the various economic valuations and analysis with each member of the EPMA team, and selected members of the EPPA department, EP and the Risk Management group.
• Develops understanding of DCPP valuation models developed by EPMA.
• Develops a deep understanding of Net Market Value (NMV) and its components. Develops capability to execute existing tools to calculate NMV.
• Develops a deep understanding of Portfolio Adjusted Value (PAV) and its components. Develops capability to execute existing tools to calculate PAV.
• Develops a deep understanding of the Avoided Capacity Cost (ACC) and Resource Adequacy/Resource (RA/RI) Integration models.
• Develops an understanding of storage valuation models to support (a) proprietary valuation associated with Storage RFO offers, and (b) implementation and execution of Consistent Evaluation Protocol.
• Attends/takes mandatory training.
• Attains proficiency with MS Project.
• Develops individual goals for balance-of-year and beyond and uses MS project to manage tasks needed to achieve goals.
• Self-trains and/or attends training in SAS JMP Pro, @Risk, and other pertinent tools
• Can access data bases (Teradata, MIDAS, RPS, Others.)
• Understands goals of coworkers and performance evaluation methods used in EPPA.

Quantitative Analyst, Expert vacancy in San Francisco, CA, United States

The Quantitative Analyst, Expert will be primarily responsible for developing and maintaining analytical tools related to valuing energy assets and portfolios, for purposes such as outage scheduling. The individual will also be responsible for providing recommendations that will help inform the outage scheduling decision making process, effectively communicating with internal and external stakeholders regarding analysis, tools and methods, and will also lead and/or participate in special projects. 

The individual in this position will have expertise in quantitative modeling for supply and demand of electricity. The individual will have demonstrated skills in the following: assessing and formatting appropriate data for analysis; using existing models or developing models to perform analysis, documenting existing analytic procedures, processes and methodologies; preparing communications of the analytic findings; monitoring business and electric market conditions for situations where model results need to be overridden based on expert judgment; and providing insight that contributes to outage scheduling strategy and decisions. The individual will have effective skills in written and oral communication of technical and quantitative material. 
Minimum Qualifications: 
•Bachelor’s degree in mathematics, physics, engineering, or other quantitative discipline, or equivalent field of study. 
•Requires a minimum of five years of relevant experience 
Desired Qualifications:
•Advanced degree in mathematics, physics, engineering or other quantitative discipline
•Power systems software applications, including unit commitment and load flow programs
•Modeling power generation systems and resource dispatch valuation, including hydro, fossil, nuclear and renewable generating resources
•Operational research and optimization experiences with: least-cost optimization, non-linear programming, and scheduling problems
•Stochastic modeling of power systems load an price forecast
•Familiarity with SQL and R programing language

•Acquire and demonstrate a deep understanding of the business processes, governance framework and related analytical tools developed as part of VBR to assist in portfolio-wide (i.e., Utility Owned Generation, “UOG”, and non-UOG contracted electric resources) outage scheduling decision making activities.
•Design, develop and maintain quantitative models, analytical tools, methodologies, procedures and processes to address complex and innovative issues in valuing and evaluating generation assets on a resource specific and portfolio basis; monitor the market and business conditions for situations where model results need to be overridden 
•Assess if the results of the VBR analytical tools (or its successor, if applicable) appropriately capture market and/or operational impacts, and if not, recommend, justify and design modifications 
•Assist the VBR manager by serving as a key liaison with IT and business leads on the design, development, testing, deployment and maintenance of VBR analytical tools (or its successor, if applicable)
•Apply knowledge of valuation techniques and modelling to ensure VBR analytical tools are in synch with (as appropriate) applicable methodologies and tools used by other internal groups 
•Perform research on analytical methods applicable to solve the problem at hand (e.g., optimal time to schedule an outage) and to improve the existing quantitative models used for decisions at PG&E; provide insights from the analysis results 
•Collaborate with subject matter experts from the business on considerations involved in determining the timing of outages for a resource(s), and provide expert insight that helps inform those decisions
•Ensure analytic procedures, processes and methodologies are documented, current and easily retrievable
•Prepare and present expert witness testimony, exhibits, workpapers, and discovery responses in regulatory proceedings
•Convey highly technical information, effectively and persuasively, to diverse internal and external stakeholders

This is a Journey level Project Management Analyst who works with the direction of more senior Project Management Analysts, Project Managers, Project Engineers, Business Planners and a supervisor. The position provides project oversight, control and analysis for capital and expense improvement projects and/or FERC relicensing and license compliance projects for hydro power and/or fossil fired and infrastructure facilities. Multiple projects are supported simultaneously. The position requires a thorough understanding of project cost and schedule controls and project management Methodologies, strong computer skills, and enhanced verbal and written communication skills. Employee works independently with general direction and applies judgment to set priorities and complete tasks. Responsibilities may include Privileged and Confidential work. 

This position is located in Burney, CA and is represented by Engineers and Scientists of California (ESC) and is subject to collective bargaining. 
• A bachelor's degree in engineering, construction management, a scientific discipline, economics, finance or business administration or similar field
• Minimum of 5 years of applicable work experience (such as in accounting, construction management, project scheduling or controls) with responsibilities similar to those required for this classification is acceptable in lieu of formal education.

• PMP certification.
• Strong computer skills, including competency with SAP, MS-Word and Excel; competent with databases and project scheduling software.
• Ability to complete assignments independently and meet commitments based on general direction including when tasks are complex and require experience-based judgment to accomplish.

Position responsibilities include assisting project leads (Project Managers and Project Engineers) with management and successful completion of projects, on time and within budget, and assisting supervisors and managers through analysis and reporting on projects and programs. Job duties may vary by assignment but demand more in depth skill and knowledge, involve more complex projects and analysis and greater autonomy as skill and experience develop. Duties for Journey level PM Analysts are completed under general direction from project leads and supervisors; complexity and autonomy of assignments increase as an employee gains more experience and expertise. In addition, job duties include, but are not limited to:
• Assist project leads as needed to obtain management approval of projects and budgets, including independently drafting and developing project authorization requests, cost estimates, economic analyses, project justification, and other supporting documents with some direction from project lead and other team members.
• Efficiently and accurately perform monitoring and analysis functions for the various projects. Work in collaboration with project leads and project teams to develop and maintain project schedules and monitor cost status and forecasts. Analyze schedule start and duration variances. Perform targeted SAP queries to extract financial performance data. 
• Maintain written and electronic project documentation and records for required aspects of the project in accordance with established guidelines and requirements.
• Maintain order groups by managing orders from inception through completion and closure.
• Analyze and trend cost and schedule variances against authorized and budgeted cost plans. Alert team when corrective actions are needed, including anticipating future problems based on trends.
Analyze actual charges to validate their correctness and appropriateness, and take corrective measures when appropriate. Provide project leads and project team members with status information and milestones that will ensure timely decisions that will take advantage of changing circumstances and resource availability.
• Independently prepare and maintain project status reports, programmatic spreadsheets, project database updates and various management communication reports (in coordination with project lead). Recommends and implements improvements to these systems.
• Assist project leads with procurement and contracting activities including but not limited to drafting of contract documents under direction of project lead; work directly with contractors to resolve errors and questions concerning invoices.
• Recommend improvements to assist in maintaining and updating Project Management Guidelines, including recommending process improvements. Assist in updating Project Management website.
• Proactively support attaining Departmental objectives.
• Assist project leads with coordination and documentation of project kickoff meetings, walk downs, lessons learned meetings, and design review meetings. Occasionally stand in for project lead when he or she is not available.
• Mentor newer employees and assist in training and developmental functions.
• Will support management on analyst related job duties as needed.
