The key responsibilities of this role include:
- Accountable for delivery of standard and complex ICT procurement projects and deliverables in high-value and high-risk procurements
- Manages guides and/or develops internal procurement projects
- Reviews data sets and proposed process changes to identify negative and positive impacts
- Reports on findings and obtains feedback
- Obtains sign-off to implement changes
- Uses project management and change management principles to introduce, manage and review processes and systems
- Effectively engage stakeholders and develop procurement strategies based on sound knowledge of business needs and supply markets and assessing the optimal approach
- Prepare procurement documentation which is professional, well-structured and concise, uses appropriate language and contains relevant information for high value/ high risk projects and provide expert advice on the supplier evaluation and selection process and manage the process for high value/high risk projects
- Develop simple Total Cost of Ownership models for supply arrangements including differentiating between price and overall cost as part of the overall value assessment of supply arrangements
The ideal candidate will have:
- Demonstrated tender management experience from a complex ICT projects environment
- Excellent analytical and quantitative skills
- Able to articulate new concepts and translate into implementation plans
- Identifies and solves complex problems
- Sound understanding of business process re-engineering, continuous improvement of systems and processes using analytical tools and frameworks
- Proven, results based track record in agreed timeframe
- Able to use Microsoft suite of programs to produce high quality documents, spreadsheets, presentations, flowcharts and diagrams
- Excellent knowledge of in-house procurement tools such as e-Tender system and contract management system
- Proven work experience in public or private sector procurement projects
