Main Duties and Responsibilities:
Requirements:
- Manage community relations in order to maintain a positive relationship between the Project and the local communities where construction will be undertaken.
- Close liaison with counterparts from Operations during Project execution in order to maintain positive relationships with communities at Client operating assets and avoid and/or mitigate impacts to local communities from pipeline and facilities construction activities.
- Management of Community expectation and local recruitment with the aim of providing maximum benefit to Project Affected Communities and at the same time avoid or mitigate any disruption to construction activities.
- Supervise Community Liaison Officers (CLOs) on a day-to-day basis to ensure social team activities are being undertaken effectively and that any grievances raised are dealt with appropriately.
- Ensure social requirements and commitments are in compliance with ESIA and its management and monitoring plan as related to social commitments and requirements, during the execution of Work.
- Closely interact with Land and Security teams with regards to community issues and concerns.
- Monitor compliance with the commitments made in relation to respect to human rights.
- Ensure Project personnel and contractors are aware of social commitments through implementation of appropriate training and awareness plans.
- Coordinate relationships/communication between social team and other departments and contractors.
- Lead initial or key community meetings on miscellaneous topics, including community safety, raising grievances, recruitment of personnel, managing expectations, planned construction activities and safety restrictions.
- Participate in social impact identification and assessment and community consultation planning and implementation.
- Ensure that the project activities are performed and completed in consultation with communities.
- Train and mentor CLO's and deliver social training to Projects and Contractor personnel.
- Work closely with Community Development Advisors in Client Operations to become familiar with community development issues and provide input as required.
- Lead an ESMS consistent with Clients Operating Management System and ISO 14001 and ensure contractor continual improvement.
- Coordinate Self-Verification and Assurance Plan relating to social verification, & compliance auditing and raising corrective actions as necessary
- Maintain a highly visible profile & reputation for good communication & delivery across Project personnel
- Monitors action tracking and timely closure of actions.
- Ensure compliance with Grievance mechanism.
- Deliver relevant social internal / external performance and compliance reporting requirements.
- Monitor compliance to pre-entry and exit land agreements with Landowners.
- Monitor fair compensation for land acquired by the Project.
- Manage CLO staff feedback and development.
Requirements:
- University Degree in Public Administration, International Relations, Social Sciences or other University Degree that would support the role
- 3-4 year's working experience in a role that demanded interface with local communities and/or wider stakeholders
- 1-2 years' experience working for Oil and Gas or mayor construction Projects
- 1-2 years in a leadership role (with direct reports)
- International working experience and experience working in the construction industry in a similar role is desirable
- Effective communicator and willing to listen to other perspectives to facilitate the decision making process
- Fluency in Georgian, English and Russian languages
- Excellent command of Microsoft (word, excel, PowerPoint, etc)
- Advanced Presentation Skills
- Readiness for the frequent travel and overnight trips to the remote working locations.
- Strong performance bias and able to work under own initiative.
- Calm and works well under pressure
